It can only be used for charitable purposes, so in most cases, most of medium size or smaller private foundations, their assets really are an investment portfolio, and then the income off of that can be used, or some of the principal, too, could be used for charitable grants to public charities. Some foundations might have actual tangible assets. My foundation could own a school building and provide education to indigent children.
